HON:-TARKIHGIR DICKSON (APC-BENUE) CONDEMEND THE PRESIDENCY FOR NOT REACTING TO THE FULANI HERDSMEN ATTACKS IN BENUE STATE NIGERIA

Reps task Buhari on herdsmen attacks in Benue and Ife

The House of Representatives has urged President Muhammadu Buhari to immediately set up a Task Force to disarm herdsmen that attacked Buruku communities in Benue State that led to loss of lives and destruction of property last week.
In addition, the Presidency was advised, to as a matter of urgency investigate the reason behind the Ile Ife clash between Hausas and their Yoruba host that also led to loss of lives.
The lawmakers urged the Federal government to advise Osun State to pay compensation to the victims in addition to cleaning up arms in the community and withdraw unlicensed weapon in the country at large.
While condemning the 10th March, 2017 attack on Buruku, the lawmakers opined that the attackers may have been encouraged by lack of action on the part of the Federal government over past attacks.
As a consequence, the House is setting up an ad hoc Committee to meet with heads of security agencies to explain the reasons behind their inability to stop the attacks.
The decision followed the adoption of a motion by Emmanuel Oker-Jev (APC, Benue) and 10 others, who expressed concern that on Friday 10 march, 2017, the invading herdsmen became violent and destructive, created fear and tension which forced residents of most communities in Binev Council Ward to flee their homes.
According to him, the herdsmen destroyed farms, plundered yam barns and looted houses deserted by innocent and armless villagers.
He said: “On Saturday 11 March, 2017 the marauding herdsmen started indiscriminate attacks and killings of anybody they encountered around the communities of Ber Awuna, Dogo, Ortese – Mbashian, Tse Igyu, Tse Gebe, Anbighir, Tse Iwa, Gbaikyo, Agudu, Nyorum, Shonto and Abuku in three major kindreds of Mbade, Mbagoho, Mbashian, Mbaboor and Wuav.
“These violent attacks continued unabated without any intervention from any security agency throughout that Saturday and 20 people were reported killed by these armed herdsmen, out of which 10 bodies have so far been recovered and deposited at the local Government”.
According to him, the strange herdsmen, who were heavily armed with sophisticated weapons, seemed to be operating or supported by a killer squad of mercenaries that arrived the communities on Friday night on motorcycles and unleashed the mayhem the following day.
“The worst part of it is the attitude of security agencies once the crisis starts. They stand afar and they seem not to be interested.
“Now, we have reached the stage where it seems the Nigerian State is asking us to defend ourselves”, he added.
Tarkihgir Dickson (APC, Benue) condemned the Presidency for not reacting to past attacks, saying the attackers were encouraged by that silence.
“The president has said nothing and in my place, silence means consent. When we set up a committee we shouldn’t only send them to Benue State. The committee should go and ask the President what he is going to do”, Dickson said.
Mark Gbilah (APC, Benue), who said it was Fulani herdsmen that carried out the attack however regretted that the Nigerian military failed in its responsibility to protect the citizens.
He said going by the claims of a government officials that foreign herdsmen were responsible for similar attacks around the country, then Nigerian military has been
irresponsible by failing to check the invasion of Nigeria by the foreigners disguising as herdsmen.
However Baballe Bashir (APC, Kano) said it would be unfair to blame Fulani herdsmen for the attacks without sufficient evidence linking them to the violent acts.
On his part, Magaji Aliyu (APC, Jigawa) urged that all criminals acts be categorised as such, saying, “We must refer to these people as hoodlums and find out which interests are behind these groups and who arms them”.
In its resolution, the House also urged the National Emergency management Agency (NEMA) to send food and other relief materials to the affected communities.
Similarly, Sani Zorro (APC, Jigawa) in his motion on the Ife clash noted that concerted efforts must be made to stop a reoccurrence.
In their contributions, while Israel Famurewa (APC, Osun) said past Ife/Modakeke clashes have militarised the area and there is a need to clean up the arms in the area, Egho Oghene (PDP, Lagos) nited it has become necessary that the Inspector General of Police (IGP) be engaged and advised on the need to set up quick response team that will react to distress calls within six hours.
Albert Adeogun (APC, Osun) it was wrong to classify it as a communal clash because it was an incidence that was misinterpreted.
According to him, the relationships between the two have made it difficult to differentiate between them due to their deep cultural affinities.
He cited the case of the Seriki of Sabo that was born in Ife and now over 60 years of age, adding that intermarriage is common between the two groups.
Ali Madaki (APC, Kano) said the unfortunate clash was as a result of failure of the leadership that could not deliver on their responsibilities of protecting the lives and property of the citizenry.
Saying that action must be taken immediately to check the exodus of Hausas from Ife, the lawmaker said the incidence might have been averted if mainstream media had provided adequate coverage.
The two motions were unanimously adopted after being put to voice vote by the presiding officer, Deputy Speaker Yussuff Lasun.

DANGOTE CEMENT TRUCK OFFICERS STORMED LAGOS STATE HOUSE OF ASSEMBLY IN A PEACEFULL PROTEST REQUESTING FOR THEIR UNPAID ENTITLEMENT.

Workers of the Dangote Cement PLC on Thursday, were at the Lagos state  house of assembly protesting their alleged non-payment of allowances and unlawful disengagement by the company.

The aggrieved Truck officers marched to the Lagos State House of Assembly Complex in Ikeja, displaying placards with inscriptions such as "Dangote pay our performance bonuses now", "Dangote Cement Plc is a slave camp",  “Dangote should pay our salaries’’ and “NLC, please come to our aid” .
In a petition addressed to the Speaker of the  House of Assembly, Mr Mudashiru Obasa, the protesters sought the intervention of the House.

The petition was dated March 2 and signed by Mr Ibrahim Abubakar and Mr Francis Nwusulor, the Chairman and General Secretary of the forum respectively, It read in part:                                          In April 2015, the company announced both in print and electronic media about a truck entrepreneurship scheme that seeks to empower graduates financially.
The scheme entailed eventual ownership of a truck by every successful employee (truck officer), who are able to cover 400,000km with truck.
The workers said that they reached an agreement with the management of the company to be paid a N60,000 monthly each, in addition to a performance bonus of up to N90,000 monthly.
According to them, each of the 850 sacked workers is entitled to a compensation of at least a month salary in lieu of notice.
The protesters demanded that the company’s management multiplies the salaries of each truck officer by the number of trucks managed by him in a month.
They also demanded that the management should meet their pension requirements in line with the 2004 Pension Scheme as amended.
We demand compensation/damages for causing us huge personal costs of relocation and other economic losses, they stated.

Speaking with the News Agency of Nigeria (NAN), the leader of the protesters, Abubakar added: “We are here today to plead with the leadership of the Lagos state House of Assembly to intervene in our plight as our representatives.

We were unceremoniously kicked out of the company after working for eight months in a scheme.
We signed up for a job even though with a small pay.
At the end of the day, we were underpaid over the period and asked to go home without even one month salary lieu of notice.
They are owing us allowances; they are owing us bonuses for eight months, he told NAN.
Addressing the protesters, Obasa said that the Assembly would investigate the allegations.
Obasa, who was represented by Mr Bisi Yusuff, the Chairman of the House Committee on Public Accounts (Local), said: “We will not listen to one party and leave the other.
We will call the management of Dangote Cement PLC to hear from them.
You need to exercise patience because the House is currently on recess to resume on March 28.“Once we resume, we will present your case.
We will ensure justice. Whosoever breaches labour law, law of contract as well as offer and acceptance law, will be brought to book.”
The Speaker, however, remarked that the owner of the company, Alhaji Aliko Dangote “is a respected business mogul and a father who listens.
He urged the protesters to be peaceful as their petition would be looked into and attended to as soon as possible.

ALIKO DANGOTE SACKS 800 NIGERIAN GRADUATES IN HIS TRUCK ENTREPRENUERSHIP SCHEME THAT NEVER WAS.

THE DANGOTE TRUCK OFFICERS SCHEME THAT NEVER WAS

It was massively advertised as Dangote Truck Entrepreneurial Scheme in virtually all the non-media outlets both in the conventional and virtual media. It was designed in such a way that qualified graduates will be empowered to manage trucks assigned to them and eventually become owners after the trucks must have attained a defined mileage. So many young graduates excitedly keyed into the initiative with accolades being showered on the drafters of the scheme. It was described as a panacea to youth unemployment and was hailed by all from all quarters.

After the buzz and eulogies from the government and the public had died down, the goal post was shifted by Dangote Group. The recruited graduates were told that it's no longer and entrepreneurial scheme. They were cajoled to believe that they have been offered provisional offer of employment in one of the most 'respected brand' in the country, Dangote Cement Transport. With confirmation promised after 6months. The employment letter looked so vague and empty. It was bereft of the usual details that accompanies any offer of employment letter. Out of mixed feelings, some graduates accepted the offer and some rejected it. Most accepted it because they saw it as an avenue to work in a brand that has house hold name with great potentials. They were termed as Truck Officers with the mandate of overseeing trucks assigned to them and superintending over the truck drivers. Sadly, their hopes and dream in identifying with this brand has been dashed and short lived.

The events that have played out thus far in 8 months seems like a calculated and well orchestrated deceit with a timeline. The drafters of the scheme played it out methodologically with a defined template.

For the past 8months that Truck Officers have worked at Dangote Cement Transport, Dangote has only paid each Truck Officer roughly about 436,000 naira in total as monthly salary. What a paltry sum to be paid to a working graduate for 8months. This total sum is about what some relatively unknown companies without the clout of Dangote Group pay employees in 1 or 2 months with lesser work load compared to what obtains at Dangote Cement Transport.

This is the height of corporate fraud and enslavement. No medical benefit paid, no overtime allowance paid, no special duty allowance paid, no leave grant paid, no defined bonus paid, no form of welfare package paid, no confirmation letter as promised. Truck Officers were left at the mercy of just a misery 58,000 naira stipend paid monthly. Yet, they looked beyond the monthly take home to discharge their duties to the best of their abilities without any inhibitions.

A truck loads about 45 tonnes of cement worth over 2million naira per trip and a Truck Officer is expected to monitor the loading, dispatch and delivery of the consignment to its final destination and it's return to base with the assistance of the Truck Driver. In spite of this round the chain effort, no Truck Officer has made close to half of that amount from the company for the tireless efforts put in daily both weekends and public holiday to maintain the trucks for this past 8 months. This is regardless of the hazardous and unpleasant working condition Truck Officers are daily exposed to with nearly non existing working tools.

Within the 8months period under review, Truck Officers were responsible for the resuscitation of over 100 moribund and non operational trucks which are up and running today. So many Dangote trucks involved in accidents or broken down on the high way and littered across different parts of the country thereby causing nuisance on the road were brought back to Obajana through the major efforts of Truck Officers. This feats were mainly achieved under very strenuous conditions and risk with no special incentive paid.

The appreciation a Truck Officer gets in return for dedicatedly serving the Dangote brand for 8 months is a letter of disengagement.

This is indeed a capitalist world with heartless and conscienceless management at the helms of affairs. The management style has been so porous with no clear cut policy direction. Truck Officers are daily bequeathed with flip flop policies. Yet, they improvised and applied ingenuity in getting the job done. More so, the threat of dismissal and query even with verbal insults from management at times became a recurring trend in the course of the work. Amidst all these unfavourable challenges, Truck Officers still made huge impact in the discharge of their duties.

Tor Tiv IV, Dr. Alfred Torkula (1944-2015)

The news of the passage of His Royal Highness, Orchivirigh Dr. Alfred Akawe Torkula, Tor Tiv, IV, was received with shock by most Nigerians, especially the people of Benue State where the paramount ruler was the chairman of the State's Traditional Council. He died on November 23, 2015 at an Abuja hospital where he was rushed to a week earlier after he suddenly took ill in Gboko, traditional headquarters of the Tiv nation.
Dr. Alfred Torkula was a great bridge builder who contributed immensely to the development of Benue State and the northern region. An astute administrator and technocrat, the Bemgha U Tiv (Lion of the Tiv Nation), who ascended the throne in April 1991, was a revered spiritual guide of his people. He was a true custodian of the rich culture and traditions of the Tiv nation.
The late Tor Tiv was a great advocate of peace and unity, and he played a pivotal role in trying to find a lasting solution to the incessant communal conflicts in the North Central geo-political zone, especially the clashes between farmers in Benue and neighbouring Nasarawa and Taraba states with Fulani herdsmen. He was a reformist who encouraged and promoted the peaceful co-existence of different ethnic nationalities in the country.
Some of his achievements include the creation of 14 second class stools in his domain; proposed creation of six additional first class stools and 60 third class chiefdoms in the Tiv Area Traditional Council (TATC) as well as the introduction of the use of beads by traditional rulers in Tiv land. Instead of the turban that is the usual wear of royal fathers in the North, Dr. Torkula instead adopted the traditional regalia of the leopard skin cap and beads popular with kings of Bantu origin, where the Tiv link their ancestry. He brought integrity, colour and glamour to the traditional institution to the admiration of many in Benue State and beyond. He also introduced honourific chieftaincy titles which were bestowed on
prominent Tiv sons and daughters as well as non-indigenes.
Some of the beneficiaries of these titles include the late Alhaji Aliyu Mohammed, a former Secretary to the Government of the Federation, who was honoured as the first Zege Mule U Tiv (The Great Shade of the Tiv), the highest traditional title in the land, an honour that was later conferred on ex-vice president Atiku Abubakar.

Before his coronation in 1991, the Tor Tiv had spent more than two decades in the state civil service, rising to the position of director general before he was appointed Commissioner for Local Government Affairs by the then Colonel Fidelis Makka administration. The Begha U Tiv was not just a seasoned administrator; the versatile monarch of international repute was also an educationist. He obtained a bachelor's degree in French from the Ahmadu Bello University, Zaria and later bagged a Master's degree from the University of Calabar, where he translated a play in English to French for his thesis. He authored several books including 'Death and Burial Customs of the Tiv People of Central Nigeria,' 'The Cosmology in Tiv Worldview,' 'The Tiv Woman: Challenges and Prospects,' 'Presidential Democracy in Nigeria: Grassroots Experience' and 'The Culture of Partisan Politics in Nigeria: A Historical Perspective.'
The late Orchivirigh Torkula served as Chancellor of the University of Ibadan from March 1994 to November 2001 and was later appointed Chancellor of the University of Calabar. Until his death he was the Chancellor of Michael Okpara University of Agriculture, Umudike, Abia State.
The late Tor Tiv was born on July 14, 1944 in what is today known as Mbadwen district of Guma local government area of Benue State. He lived an accomplished and eventful life and the vacuum created by his demise will be difficult to fill.
We urge the Tiv Area Traditional Council and the concerned kingmakers to follow diligently the established procedure in selecting the next Tor Tiv in order not to create division among the people. May God grant his soul eternal rest and his family and the entire Tiv nation the fortitude to bear the irreparable loss. Amen!

Dangote Creates 28,000 New Jobs With New Truck Scheme

A truck ownership scheme, newly introduced by the Dangote Group, is expected to create additional 28,000 jobs. The scheme will empower qualified Nigerians to be become self-employed truck entrepreneurs.
Dangote Group, through its cement subsidiary will provide a minimum of 7000 trucks for eligible Nigerians to become truck officers who will in turn hire drivers and a minimum of two assistants, to drive the trucks and deliver Dangote Cement to its distributors spread across the country.
A statement from the company said; “we have 7,000 trucks to share with intelligent, hardworking and committed individuals with business acumen who would like to deepen their entrepreneurial skills in the transport/haulage business, willing to manage and operate a truck, if necessary by appointing their own driver (who should pass the institutional screening, orientation and training process).
The package, the group said, include total support for the benefiting entrepreneurs, through provision of first class maintenance support, fuel and other resources available at its facilities.
To be qualified for the scheme, Dangote explained that, each applicant must be a professional, who must ensure at all times the availability of his/her truck for loading at the plant level and off-loading at the customer/depot locations, which is to serve with excellence all of our cement customers with our product.
While the would-be entrepreneurs must be a graduate, the truck drivers need not be a graduate and both would work together to ensure the success of the new product delivery strategy.
“To become a bonafide owner of the truck, among other considerations, the truck entrepreneur must have logged a minimum of 400,000 km. On meeting the mileage target, a nominal amount will be paid by the truck entrepreneur and this amount will be provided to the truck driver who would have assisted the truck entrepreneur in meeting this target, the money will represent a discharge payment to the driver.
“Any driver so discharged above can again apply and be engaged to work with another truck entrepreneur”, the Group added.
By this, Dangote said it was up-scaling the quality of its customer service delivery and then take the advantage of this new strategy to create jobs for teeming jobless Nigerian.

BREAKING NEWS:- Appeal Court adjourns Saraki’s suit indefinitely

SarakiABUJA—Abuja Division of the Court of Appeal, yesterday, granted an indefinite adjournment in the suit filed by the Senate President, Dr. Bukola Saraki, to stop the Federal Government from opening its case against him before the Code of Conduct Tribunal.
Saraki is facing charges for alleged false declaration of assets.
Though the appellate court initially slated yesterday to deliver judgment on whether or not Saraki should submit himself before the Justice Danladi Umar-led panel of CCT tomorrow, a senior registrar of the court, Mrs. Christine Aruna, informed all the parties that the judgment has been deferred indefinitely.
Effort by newsmen to confirm why the Justice Moore Adumein panel decided to postpone the judgment met a brick wall, yesterday.
The main entrance to the court was kept under lock and key as lawyers, Senators, journalists and supporters of the Senate President, who besieged the appellate court premises in their numbers, could not gain entrance into the court room.
Reason for adjournment
A highly-placed source at the court disclosed to Vanguard yesterday that the judgment had been ready since Saturday.
The source, who craved anonymity, insisted that the “11th-hour deferment of judgment on Saraki’s appeal” was not unconnected with the ongoing screening of ministerial nominees that were forwarded to the Senate by the Presidency.
An aide to the Senate President, yesterday, blamed the postponement of the judgment, earlier fixed for 2p.m. yesterday, on “last minute intervention by a governor from the North-West, the Presidency and some highly-placed chieftains of All Progressives Congress, APC.
“You can see that the courtroom is even under lock and key, which is not the usual practice when the appeal court is not sitting. Don’t you wonder why today should be an exception?”
The Federal Government had on Friday, told ‎the appellate court that it has garnered sufficient evidence to establish that Saraki, as a public officer, acquired several assets beyond his legitimate earnings.
FG, through its lead prosecutor, Mr. Rotimi Jacobs, SAN, equally told the appellate court that five witnesses it lined-up against the Senate President, have all expressed their readiness to appear before the CCT tomorrow to testify and tender exhibits against him.
‎
Among those that FG billed to give oral testimony against Saraki included the erstwhile Minister of the Federal Capital Territory and present governor of Kaduna State, Mallam Nasir El-Rufai.
‎Specifically, El-Rufai is expected to testify that he was the one that sold one of the assets that Saraki bought in Abuja, which the government alleged that he failed to list among the assets he acquired while in office as the governor of Kwara State.
The prosecuting counsel, maintained before the appellate court that Saraki has already been furnished with all the proof of evidence against him, including copies of four separate ‎assets declaration forms that he earlier submitted before the Code of Conduct Bureau, CCB.
‎Therefore, FG, urged the appellate court to dismiss the appeal that Saraki lodged before it and order him to go to ‎the CCT and clear his name.
Saraki is in his appeal, challenging the legal propriety of the 13-count ‎criminal charge that was preferred against him by the Federal Ministry of Justice.
He was among other offences, alleged to have owned and operated foreign bank accounts while being a public officer.
However, Saraki, aside challenging the charge, also queried the constitutionality of the warrant of arrest that was initially issued against him by Chairman of the CCT, Justice Umar.
Besides, the embattled Senate President, through his team of lawyers led by a former President of the Nigerian Bar Association, NBA, Mr. J.B. Daudu, SAN, wants the higher court to ascertain whether the Justice Umar-led panel subscribed to the appropriate legal procedure when ‎it ordered him to mount the dock and enter his plea to the charge despite preliminary objections against his trial.
He raised 12 grounds of appeal against the CCT, supported by a 16-paragraphed affidavit and four exhibits.
Saraki also deposed another 17-paragraphed affidavit of urgency, wherein he urged the higher court to intervene and protect him from what he described as “a politically motivated witch-hunt”.
Out of the 12-grounds, five of them are basically seeking to invalidate the charge against Saraki.
‎‎
He is begging the appellate court to suspend the proceeding of the tribunal pending the hearing and determination of his substantive appeal against the Justice Umar-led panel.
The appellate court had on October 8, okayed accelerated hearing on the matter.
When the matter came up on Friday, the‎ Justice Adumein-led panel‎,‎ in a short ruling, struck out Saraki’s application for a stay of further proceedings of the tribunal.
It was the view of the panel that the application ‎was already overtaken by events.
Earlier, Saraki had through his ‎lawyer, Mr. Daudu, SAN, argued that the CCT erred in law by going ahead with his trial despite that fact that “it was not properly constituted”.
He contended that whereas the constitution provided for a three-man panel to ‎sit over cases brought before the tribunal, he said that only two Justices sat on September 22 when he was docked.
According to him, the composition of the tribunal was in violation of paragraphs 15(1) of the 1999 constitution, as amended.
Daudu maintained ‎that the tribunal was wrong in assuming criminal jurisdiction against the Senate President when it was not listed in the constitution as a superior court of record.
He described the CCT as an “inferior court”, saying it does not in any way, share ‎concurrent jurisdiction with the Federal High Court.
He therefore urged the appeal court to nullify the proceedings of the tribunal against Saraki and also set aside the criminal charges filed against him by the federal government for being illegal and unlawful.
Nevertheless, FG, bent on going ahead with the case, asked the appellate court to dismiss Saraki’s arguments as baseless and grossly lacking in merit.
Jacobs, SAN, argued that ‎the tribunal was properly constituted and empowered to try the accused person.
He urged the court to invoke the Interpretation Act to resolve the issue on whether the two-man panel had indeed formed a quorum as envisaged by the law.
More so, the prosecuting counsel ‎submitted that the tribunal has criminal jurisdiction hence the use of words like “guilty” and “punishment” in the law that established it.
‎
“We urge your lordships to dismiss this appeal and order the appellate to go before the CCT and face criminal charges against him. We have gathered enough evidence to prove that he made anticipatory assets declaration”, Rotimi added.
‎
‎Saraki was in the charge before the CCT, marked ABT/01/15 and dated September 11, 2015, alleged to have falsely declared his assets, contrary to the constitutionally requirement.
He was accused of deliberately manipulating the assets declaration form that he filed prior to his assumption of office as the Senate President, by making anticipatory declaration of assets.
The offence was said to have been committed while Saraki held sway as a governor.
‎He was also accused of breaching section 2 of the ‎CCB and Tribunal Act, an offence punishable under section 23(2) of the Act and paragraph 9 of the said Fifth Schedule of the 1999 Constitution, as amended.
FG alleged that Saraki claimed that he owned and acquired No 15A and 15B Mc Donald, Ikoyi, Lagos, through his company, Carlisle Properties Limited in 2000, when the said property was actually sold by the Implementation Committee of the Federal Government landed properties in 2006 to his companies, Tiny Tee Limited and Vitti Oil Limited for the aggregate sum of N396, 150, 000, 00.
He was alleged to have made false declaration on or about June 3, 2011, by refusing to declare plot ‎2A Glover Road, Ikoyi, Lagos, which he acquired between 2007 and 2008 through his company from the Central Bank of Nigeria for a total sum of N325, 000, 000, 00.
Similarly, Saraki was said to have refused to declare No1 Tagnus street, Maitama, Abuja, which he claimed to have acquired in November 1996 from one David Baba Akawu.
Some of his alleged offence while in office as governor, which are said to be punishable under section 15(1) and (2) of the CCB and Tribunal Act, Cap C15, Laws of the Federation of Nigeria, 2004, were allegedly committed between October 2006 and May 2007.
His actions were classified as a gross violation of the Fifth Schedule of the Constitution of the Federal Republic of Nigeria 1999, as amended.
‎
Saraki has since pleaded not guilty to all the charges against him
